Senior Network Security Engineer — Washington

This position is located in the Network Engineering and Operations (Networking) Directorate, House Information Resources (HIR), Office of the Chief Administrative Officer (CAO), U.S. House of Representatives (House). The Networking Directorate provides operational support services to the House that ensure reliable and dependable connectivity to the House Data Network both on the House Campus and to over 820 District Offices as well as numerous Business Continuity and Disaster Recovery (BC/DR) sites, facilities, and mobile capabilities. This position serves as the Senior Network Systems Engineer. Key responsibilities include providing senior engineering analyses, design, testing, integration, and Level 3 operations for the House wide-area networks; performing cost/benefit analysis on new and competing technologies; assisting in preparing and reviewing proposals and quotes; and providing senior level operational support on day to day operations and complex problem resolution. This position has access to Personally Identifiable Information (PII). What You Will Do • Evaluates and recommends commercially available, standards compliant wide-area networking solutions. • Develops traffic engineering studies and analyses to determine data network requirements. • Performs cost/benefit analysis on competing methods of providing data communications. • Designs complex integrated communication networks and develops network service specifications and procedures. • Assists in the preparation of Request for Proposals and Request for Quotations. Reviews and evaluates reliable, cost-effective, and efficient wide-area communications for the House. • Provides senior level operational support on day-to-day operations and resolution to complex WAN/LAN problems. • Conducts performance and bandwidth utilization monitoring of wide-area communication systems. • Keeps abreast of relevant telecommunications technology changes and applies industry standards to House requirements. • Trains other House staff in telecommunications technologies and provides technical guidance to junior level engineers. • Performs other official duties and special projects as assigned. What We Expect of You   • Bachelor’s degree in a related field or equivalent work experience. • Minimum 5 years of experience designing and supporting large scale campus networks and/or wide-area networks. • Experience in contract management, project management, SDLC, and change management processes required. • Experience with Visio. • Strong knowledge of BGP and Internet Routing. • Knowledge of DMVPN and IPSEC VTIs. • Knowledge of DWDM and Optical Transport Systems. • Knowledge of TCP, UDP, QoS, DNS/DHCP, TLS/HTTPS, SNMP, EIGRP, and OSPF. • Skill in analyzing Sniffer traces. • Skill in the coordination of network engineering and integration projects. • Ability to manage large projects and bring them to a successful conclusion. • Ability to provide engineering leadership on all phases of analysis, design, testing, and implementation of networks, integration of voice and data, and telecommunications. • Ability to perform complex planning and evaluation of network systems. • Ability to communicate effectively, both orally and in writing, with elected officials, senior staff, information systems professional, and non-technical users. • Employees within this position are expected to demonstrate the following HIR Technical Competencies: Analytics; Application Administration and Integration; Emergency Response Planning and Risk Management; Hardware Installation and Management; Information Management; Information Resources Strategy and Planning; Information Systems/Network Security; Information Technology Support; Knowledge of Emerging Trends and Industry Best Practices; Network Management; Project Management; Quality Assurance and Testing; and Telecommunications. • All employees within CAO are expected to demonstrate the following general competencies: Accountability, Adaptability, Collaboration, Communication, Customer Orientation, Knowledge of Relevant Policies, Procedures, and Processes, Priority Management, and Problem Resolution. • This position is located in an office setting that is adequately heated, lighted, and ventilated. Normal safety precautions apply. The work involves carrying of light items such as books, papers and small office equipment. The incumbent must be able to meet minimum physical requirements (lifting, bending, crouching, standing, etc.). • Must successfully complete a criminal history records check. • Employee may be subject to drug testing in accordance with the CAO Drug Free Workplace Plan. • Must be able to secure and maintain Federal Government security clearances as deemed appropriate by senior management. Pay range: $140,000 - $155,000 depending on experience and skill set.
