The Opportunity:
A Federal shared services provider delivers payroll for approximately 605,000 Federal employees across more than 150 agencies. To address inefficiencies in fragmented and aging payroll systems, it is implementing a scalable, cloud-based payroll solution that improves automation, data quality, user experience and compliance, with implementation for the full customer base targeted within eighteen months.
This position supports the core implementation call order, which covers discovery and fit-gap analysis, solution design and configuration, data migration, interface development, testing and parallel payroll validation, and cutover through hypercare . In this role you will define the data conversion and integration architecture, establish the associated design standards and acceptance criteria, and provide technical direction to the conversion and interface teams. Travel up to 25%.
Work is performed remotely from within the United States, with periodic on-site presence as the assignment requires.
Responsibilities:
• Define the data conversion and integration architecture for the program
• Develop and maintain integration design patterns, standards and reusable components
• Define data reconciliation and acceptance criteria in coordination with the Government
• Review and approve conversion and interface designs for adherence to standards
• Provide technical direction and mentoring to the conversion and interface teams
• Represent the technical approach at the program architecture review board
• Identify , assess and mitigate technical risks across conversion and integration
• Provide technical estimates and support scope definition and planning
Qualifications:
Required:
• Must be a U.S. Citizen and able to obtain and maintain a Public Trust clearance
• All work is performed from within the United States and its territories, from a work location approved in advance by the customer
• Bachelor's degree and 10 years of relevant experience. Additional experience may be substituted for degree.
• 10 or more years in enterprise systems architecture, covering both data conversion architecture and systems integration architecture — primary depth in one and demonstrated working command of the other, since the seat owns both
• At least one enterprise implementation delivered to production go-live as the accountable technical architect
• Command of an enterprise application data model, including designing against an unfamiliar or undocumented schema
• Advanced SQL and PL/SQL, and architecture experience on an enterprise integration platform covering both API and file-based patterns
• Experience directing technical development teams while remaining hands-on, and defending technical decisions to client stakeholders in a formal governance forum
Eligibility:
• Must be a U.S. Citizen and able to obtain and maintain a Public Trust clearance
• All work is performed from within the United States and its territories, from a work location approved in advance by the customer
Desired:
• Oracle Fusion Cloud HCM and its conversion and integration tooling — HCM Data Loader (HDL), HCM Spreadsheet Data Loader (HSDL), HCM Extracts, Oracle Integration Cloud (OIC)
• Architecture for migration off a mainframe or other non-relational legacy platform
• Federal program delivery, including FedRAMP-authorized environments, and federal payroll or federal HR systems
• Prior architecture experience on Oracle E-Business Suite (EBS) HRMS, PeopleSoft HCM or SAP at comparable scale, or parallel-run validation on a payroll or financial system replacement

There are a host of factors that can influence final salary including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, education, and certifications. The proposed salary range for this position is:
$108,900 - $239,500
