Job Summary: This role leads the engineering organization that owns how PayPal creates, protects, distributes, rotates, and retires cryptographic material - keys, certificates, secrets, and the services and hardware that sit behind them. You will lead managers and senior engineers across public key infrastructure and certificate lifecycle management, key management and HSM platforms, cryptographic libraries and services, secrets management, and the enterprise crypto-agility and post-quantum readiness program. Job Description: Essential Responsibilities: • Provide expert advice and strategic counsel to senior executives, shaping the development of multi-year security strategies that align with business goals and long-term objectives. • Determine the most effective methods and strategies for addressing complex security challenges, driving innovation through collaboration with cross-functional teams to shape the organization’s security landscape. • Identify and resolve unique, high-impact security challenges, applying deep expertise to situations of substantial significance, and developing innovative solutions that influence the organization’s security framework. • Drive the future technology roadmap, shaping the security vision that supports and enables business growth and competitive advantage. • Lead the development and execution of key components of the multi-year security strategy, contributing to the broader security agenda within the organization. • Inspire and motivate team(s) to pursue innovative solutions, ensuring alignment with the overall security strategy and business objectives, while fostering a culture of excellence and continuous improvement. Minimum Qualifications: • 10+ years relevant experience and a Bachelor’s degree OR Any equivalent combination of education and experience. • 2 years of experience leading others Additional Responsibilities & Preferred Qualifications : • Bachelor's degree in computer science, engineering, mathematics, or a related field, or equivalent practical experience. • Roughly 12+ years in software, platform, or security engineering, including 5+ years leading engineering teams and experience leading other managers. • Ownership of production cryptographic infrastructure at enterprise scale, PKI, certificate lifecycle management, key management, HSMs, or cryptographic services, with applied fluency in TLS and trust stores, key hierarchies and rotation, and HSM integration. This is an engineering leadership role rather than a cryptographic research role. • Experience running platforms under regulatory scrutiny, PCI DSS, SOC 2, FIPS 140-2/140-3, or comparable, and working directly with auditors and examiners. • A track record of large migrations across many dependent teams where success depended on influence and sequencing rather than direct authority, and the communication skills to give executives the risk and the decision rather than the cryptography. You will shape the strategy, delivery, and operational health of PayPal's cryptographic platforms — the foundation beneath uninterrupted payment availability, provable regulatory compliance, and a credible path to quantum-resistant cryptography ahead of external deadlines. Concretely, most of that impact comes through the organization you build and lead: • Managers and engineers across PKI, key management, cryptographic services, and post-quantum readiness work from one roadmap instead of several competing ones, and know how their work ladders into it. • Leaders in the portfolio take on real scope, make their own calls, and develop successors behind them. • In a specialist field this small, retention is a leadership outcome long before it is a recruiting one. • Cloud Modernization, Platform Engineering, Identity, SRE, Risk, and Compliance adopt cryptographic standards because the case is clear and the partnership is real. • What is exposed, what it would cost, and what you propose to do about it — framed so leadership can decide on time rather than after an incident. Additional Responsibilities • Lead a multi-team organization of managers, technical leads, and engineers across time zones, setting direction and staying close enough to the technology to make good calls without becoming the bottleneck. • Hire, develop, and retain cryptographic engineering talent, building bench strength and succession in a domain where single points of knowledge are a business continuity risk. • Own the multi-year roadmap across PKI and certificate lifecycle management, key management and HSM platforms, cryptographic services, and secrets, including vendor strategy across CAs, HSM manufacturers, and CLM platforms. • Drive the enterprise crypto-agility and post-quantum program, from cryptographic inventory and risk-ranking through migration waves and executive-level reporting. • Push certificate and key operations toward automation by default, ACME and API-driven issuance, self-service onboarding, short-lived credentials, with named ownership for every certificate in the estate. • Lead through cryptography-related incidents and regulatory examinations alike, partnering with Compliance, Internal Audit, and Risk on PCI DSS and SOC, and converting findings into durable control changes. • Represent cryptography to the CISO's leadership team and to business and engineering executives, and track where the field is heading, standards drafts, CA/Browser Forum ballots, NIST and NSA guidance, so PayPal's plans adjust early.
